Speaking alongside Peruvian President José María Balcazar, U.S. Secretary of State Marco Rubio said Washington has the capacity to act alone BUT WOULD RATHER WORK WITH ITS ALLIES.
Rubio says coordinated action will allow participating nations to respond more effectively to SHARED AND EMERGING SECURITY THREATS.
