A new ceasefire monitoring team has begun operations in eastern Democratic Republic of the Congo under the Qatar-mediated peace agreement between the Congolese government and M23.
The team brings together representatives from the Congolese army, M23, the UN peacekeeping mission and the International Conference on the Great Lakes Region to verify reports of violations and assess compliance on the ground.
But security analyst Dr. Oluwole Ojewale is urging cautious optimism, warning that monitoring alone may not be enough to enforce the agreement or prevent renewed fighting.
