Colombian President Abelardo de la Espriella has ordered a new police protocol allowing authorities to intervene when VANDALISM OR ACTS OF TERRORISM are being prepared or carried out inside university campuses.
Speaking in Barranquilla, the president stressed that the measure is NOT AIMED AT PEACEFUL PROTEST OR ACADEMIC DEBATE, but at activities that threaten public safety.
The move puts the balance between CAMPUS AUTONOMY, PUBLIC ORDER AND SECURITY firmly under the spotlight.
