Ecuador’s President Daniel Noboa and Paraguay’s President Santiago Peña voiced strong support for recent U.S. actions in Venezuela during discussions at the World Government Summit 2026 in Dubai, as world leaders gathered to address global challenges including security and sovereignty.

Speaking at the summit, Noboa and Peña argued that the United States’ intervention against Venezuela’s former leadership has contributed to regional safety and the fight against narco-terrorism. The session also touched on broader geopolitical themes including national sovereignty and evolving interpretations of U.S. foreign policy in Latin America highlighting shifting dynamics among hemispheric states amid heightened global tensions.

Noboa emphasised that many Venezuelans welcomed the change in leadership as a source of renewed hope and an opportunity for democratic progress, framing cooperation with the United States as part of a collective effort to confront criminal networks and insecurity in the region. Paraguayan President Peña underscored Paraguay’s broader reform agenda and commitment to international partnerships that enhance stability and growth.

The leaders’ remarks reflect a growing divide in regional reactions to the U.S. operation in Venezuela, with some governments supporting U.S. measures as a means of promoting security and others warning against infringements on national sovereignty and international law.
